# v2.3.0 QCSA Implementation Completion Declaration

The roadmap in `docs/post_v2_2_implementation_completion_roadmap.md` is
complete for The ASI Stack v2.3.0 canonical HTML release. Completion is bound
to annotated tag `v2.3.0` and source commit
`e27661166e9105f37cb36d63b15795f80715ca24`.

P0 activated the implementation authority. P1 produced all twelve frozen QCSA
artifact lanes with deterministic content addressing and rejecting controls.
P2 executed 2,340 frozen held-out predictions over 60 cases, 13 systems, and
three seeds. The full method tied the selected best baseline at `1.000000`
task accuracy, but its `1.913386` operation ratio failed both resource ceilings;
the matched-advantage gate failed, and removing active questions left task
accuracy unchanged. P3 completed a 13-stage governed path with one separately
authorized and independently observed temporary-file effect, same-SOID
migration, ten fail-closed attacks, and byte-exact rollback. P4 reconciled the
mixed results into nine existing chapters and the evidence system without
adding a chapter or moving any chapter-core claim above `argument`.

Candidate commit `e27661166e9105f37cb36d63b15795f80715ca24` passed the
260-unit deep validation registry plus the base gate, 66 Lean jobs, a 67-page
Quarto HTML render, status and product checks, and 112 browser page/viewport
pairs. GitHub Actions build run `29234323320` produced the exact 273-file,
69,027,132-byte tested site bundle; deploy/attest run `29234640734` published
it without rebuilding.

split is CC BY 4.0 for 514 routed prose/figure paths and Apache-2.0 for 718
routed software/proof/schema paths; 2,912 excluded paths receive no grant. The
4,144-path routing snapshot has zero unresolved routes and SHA-256
`db8b98dac9327da13fc5c9fbf00ccdf8e1a071b10d2124259a0e31481037b14d`.

Completion preserves the negative and bounded results. It does not establish
natural-task or learned-model transfer, evaluator independence, production
rollback, safety, privacy, security, universal semantic grounding, AGI, or ASI.
Five non-core mechanism findings remain recommendations for ordinary bounded
evidence review; they are not automatic support transitions. No
external-human prepublication review, independent institutional audit, legal
opinion, DOI, or optional-format approval is claimed.

This declaration closes P5, M7, and the roadmap. No successor roadmap is
activated by this release; future work requires a new explicit machine and
prose authority rather than silently extending this completed cycle.

Successor activated: 2026-07-13. The later planning authority is
`docs/post_v2_3_quality_floor_and_reader_completion_roadmap.md`, with machine
state in
`roadmap_records/post_v2_3_quality_floor_and_reader_completion_status.json`.
It does not alter this release, reopen this completed roadmap, or create a
reader release, evidence transition, optional format, or support-state change.
